Starting from January 21, 2019, US Customs began to impose a fine of USD 5000 on the late declaration of ISF 5 (for declarations of transshipment to Mexico and Canada through US ports). Subsequently, a fine of USD 5000 may be imposed on the late declaration of ISF 10 (declaration of China's export to the United States as a destination)! In order to avoid huge fines, please inform each other and remind the consignee to declare in time and accurately.

I. What is ISF?

10+2 declaration is actually a common name of ISF declaration. According to the Importer Security Filing and Additional Carrier Requirements Interim Final Rule (formerly known as ISF10-plus 2), which was strictly enforced by U.S. Customs on January 26, 2010, transporters or U.S. importers carrying marine cargo are required to "48-72" hours before the departure of the ship to send U.S. importers (1) 0 declarations) and shipping companies (2 declarations) submit electronic declaration data to U.S. Customs through AMS or ABI systems.

In ISF declaration operation, the importer may entrust his trusted overseas agent to declare on his behalf.

IV. DIFFERENCE BETWEEN AMS AND ISF

AMS is also known as the 24-hour manifest forecast, also known as the U.S. Customs anti-terrorism manifest. AMS data are sent directly to the U.S. Customs database by using the system designated by the U.S. Customs. It is automatically checked and responded by the U.S. Customs system. Detailed information of the goods is sent to the destination port, including gross weight, volume, number of pieces, name of goods, box number, shipowner, real consignee (FORWARDER does not count) and corresponding code number. We can't get on board until the American side accepts it. If there is HB/L, both copies will be sent. Otherwise, the goods will not be able to board the ship.

ISF declaration: It is mainly the entity unit in the supply chain, part of the information is in the buyer, part of the information is in the seller. How to integrate these information effectively is difficult at the beginning (especially at the first cooperation). If ISF is declared with the help of freight forwarders, relevant information must be collected at the time of booking. If the importer declares it himself, he must communicate some information with the seller.

Simply speaking, AMS is mainly information on bills of lading, mainly cargo information, which is the matching between HBL and MBL, so it affects shipment; ISF is mainly information of companies at both ends of the supply chain, which is mainly information of companies. The information requirements for ships are not so strict. After all, there is a matching between HBL and AMS on AMS. What is needed is the matching between HBL and AMS, which affects not shipment, but imports in the United States. Customs clearance.
